There is nothing to say if you have lost the command line 
First, let me explain how you can loose it. Hold the command line from top of it and extract it and bring it to the middle of the drawing. Then close the window by clicking the X symbol on the upper right corner of it. Before you close the window, AutoCAD will prompt the alert message that you can see below.

It is obviously giving the message of “Hey buddy, don’t close it, if you close it, then it will be very hard to find it again! However, even if you close it you can press CTRL+9 and bring it back.” If you don’t read the message and still close it, then you can press CTRL+9 to bring it back.
Sometimes, command line is not lost, but it may be stuck right under the window. The solution of this problem is easier. If you can hold it by using the mouse, then you can move it upwards. But, if you are unable to grab it, then you can press any visible location inside the command line and select “Move”.

In Autocad 2000 when i hide d command line window
there is no option to bring it back.
its so difficult to bring it back even ctrl+9 will not not work in this software.
what to do

Sats, chances are the command line is hidden behind the taskbar. The trick to get it back is: 1. MAXimize AutoCAD, 2. Turn on the Autohide on your taskbar. 3. When the taskbar disappears, you will see a portion on the command window that you will be able to grab with your cursor (you have to be quick or the autohide turns off and the taskbar will get in the way)

Forgive my lack of programming insight, but WHY would Acad allow the command line to be closed in the first place? Even if you only use menus and tool palletes, how would you go through the day with out making keyboard entries on the command line? More importantly why would you want to?

Or simply you can choose:
Menu – Tools – Command Line and it will restore back itself.

Hiding it doesn’t stop you entering text commands. You just can’t see the prompts and the log.

Is the x to close in 2004, because I am not seeing it and can’t close or hide it?
